Patrick plans major cuts

BOSTON – The debt-ridden Massachusetts Turnpike Authority may become a victim of the state’s emerging fiscal crisis, as Gov. Deval L. Patrick prepares to carve hundreds of millions of dollars out of the state budget to cope with a dramatic slide in state revenue. The decline began this summer and accelerated last month.
