City Square to the table again

Making news again the City Square project
Viewing this video makes it easy to understand how great city hall administration is at killing or at least weighing down programs and community building projects, by burying them down with oppressive metrics, that the city itself does not answer too. Including complying with open meeting law. If the city has such onerous controls over on a simple charitable community access media center whose mission is centered upon inclusiveness,it makes me wonder what kind of terms are impacting the city square relationship.
