The present and looming problems standing in the way of complying with federal and state mandates for sewage treatment are talked about in this article today.The bottom line on all of this is stated in one sentence: "When the Clean Water Act was first passed in 1972, the federal government covered 75 percent of compliance costs, state government covered 15 percent and local communities 10 percent
