No signs?

I can undestand how there is a problem with the non-accessory wall murals, but I think it be be straigthened out. BUT " impose a moratorium on new wall signs, illuminated signs, digital display signs and non-accessory signs, in any zoning district in the city".

This make any sense signman?? If I open a new business and want to buy a new message board to advertise my new business during this
