O’Briens differing views

WORCESTER – In late winter, Mayor Joseph C. O’Brien and District 4 City Councilor Barbara G. Haller quietly convened housing activists and leaders of the city’s community development corporations to map out a strategy to combat what they saw as an imminent assault on low-income housing development in the poorest neighborhoods.
